It's a generally bad idea to ascribe to conspiracy what can be explained adequately by incompetence.
One passage puzzles me: There is no real leadership to speak of, and those who are throwing their hats in the ring to be leaders have a whopping zero years of experience being President. Will any Republicans running in '08 have had experience being president? Is CC predicting a return to electoral politics by Gerald Ford? That would be a story.
Or ... wait ... by Ronald Reagan. That would really be a story.

A Constitutional amendment would enable George to run again. Bill considered it but he didn't have the heart for it.
